Hi I've just attempted to follow the multi-user documentation.
The screenshot provided does not look like the Exchange admin center and includes different navigation options to the current implementation of Exchange admin center

It is still in same place under Organizations section in Exchange admin. You may try the direct link https://admin.exchange.microsoft.com/#/addins
