Go to Sales Quotas Menu and choose Edit Quotas
Sales Reps should not be allowed to modify their quotas or other Sales Reps Quotas.

Define Quotas for each member of your team
You can enter different quotas for each period.
If all periods should have the same quota, enter the total value of the yearly quota for a sales rep. The quarterly or monthly quota will then be automatically calculated.
Click on Save when quotas have been defined.
Go to Teams Quotas Menu and choose Edit Quotas
You will then be able to choose "Sync with Sales Quotas": the quotas for the teams will be the sum of the sales quotas of team members.
Or you can manually define quotas for each team.
