Sorry about the issues you are facing. The way to come back from this issue is to download a full install package of SuiteCRM for the version of SuiteCRM you are on here: https://sourceforge.net/projects/suitecrm/files/.
Unzip that install file and copy over these directories from it to your install:
Once copied you should be able to then log in and run a Quick Repair & Rebuild, Repair Roles, and Repair Relationships. If the copy failed there is a chance that you may need to address file permissions before attempting to copy again.
