Hello,
When it stops at 17% it is due to a file permissions configuration that is preventing either the zip to unzip completely and properly or preventing SuiteCRM from copying those zip contents to the final destination. You can see in that screenshot that it does fail to copy and it will be due to one of those reasons.
To resolve, I suggest addressing those file permissions/ownership issues. This is a handy script for getting those set correctly: https://shanedowling.com/sugarcrm-permissions-script. The exact permissions required will depend upon your server OS.
