I have pretty much exactly the same issue as Issue #1126
Installation completed successfully, but Reporting Tool is unusable.

Hello,
Thank you for contacting us! We can see that you have applied to a license plan, where a license is required for all Sugar users. License applied for - only 1 Sugar, while actually having more.
You should either increase the license user count to 53 or apply to another license type, - i.e. if you need license for fewer than total number of Sugar users, you should apply to a plan "JUST REPORT USERS", - it is more expensive, but allows you to select single Reporting Tool Module user while having bigger count of Sugar Users.
