My second question, is that only the administrator can create/edit the reminder configuration? Is it possible to allow normal users to do this?

Hello
Currently Desktop Notification send two ways. 1. Immediate Notification 2. Schedule based like after and before through Scheduler
Desktop Notification shows based on the Assigned User in the Records. For Example, You have configured Reminder and Notification for the Contacts Module & If any User Create Contacts Record then Assigned To field having by Default Login User auto select. So Desktop Notification assigned to the User who has in the Assigned To field.
Regarding Schedule Notification, We have considered Current User means if any Desktop Notification trigger through scheduler then it's assign to Admin User. If you want to change it according Records Assigned to User then we'll do it for you.

Currently our Extension allow only Admin User to setup Notification for all Users. Non-Admin User can't able to setup Reminder and Notification.

We have considered the subject field of the Step 1 : Select Module for the Email Subject. Whatever value you'll enter in Subject field, you will get in the Email as a subject.
