Based on one of the last Twilio updates, we need to send the template ID and not the template content Where can I configure it to send template ID and not text?

We need to add Content Sid & Content Variables in addition to content while creating Email Template. Please check the below screenshot for the same
Also You need to provide Messaging service ID in Twilio Admin Panel
This would allow to use Twilio approved template. You can check our documentation as well

Did you add Messaging Service ID & Content Sid as per above screenshots?
Once you send message, Call will get created in Calls module. Please add two fields "TWILIO WHATSAPP STATUS" and "TWILIO WHATSAPP ERROR" in Calls via studio to see the error message like why message did not reach the destination
