  Update2: Further experimenting seems to indicate this software uses TLS v1.0 and the recent change in TLS requirements may be the cause for the issue. I do not have any way to resolve this that I have found as of yet.

  Update: through further troubleshooting it turns out javascript was not installed. After fixing that, adding an SSL cert and turning things on now I'm seeing: ERR_SSL_OBSOLETE_VERSION
