I have this tested and working successfully on the latest version of Suite. Please can you double-check the dropdown name in the dropdown editor exactly matches the value in the file (po_parent_type_display) and that the dropdown has values for the language in which you are viewing the application?

Alternatively you could add the key => value pair to the dropdown list in SuiteCRM using the dropdown editor. The dropdown you need to modify is called parent_type_display. Note that changing this dropdown will affect other fields that use it.
Please ensure you set the parent type and parent id fields. Note if you have customised the dropdown for modules, you the dropdown key will need to exactly match the singular module name (in fact for the standard set of modules there are also relationships defined, and triggering from a custom module is untested but should work without issue).

The action you need is Create Record, then choose Pushover. Make sure you set the assigned user on the new record - you may find it useful to follow the example here https://store.suitecrm.com/docs/PushOver/user-guide
